Requirements 2026-2027
To make sure you choose the right study, we advise you to apply by 1 May at the latest. After registration, you will receive an invitation (from 1 March) for a Meet & Greet (group meeting) with the programme you have chosen. We assume that after participating in the Meet & Greet you will have all the information you need to start the programme of your choice in September. If you still have questions, please request an individual appointment (study check). Of course, you must meet all the registration requirements.
The information below applies to the academic year 2026–2027. These entry requirements are published subject to changes in government policy and Saxion regulations.
You have a havo- or vwo-diploma with a desired profile and you demonstrate that you have taken your final exams for the subjects listed below:

If you have a havo- or vwo-diploma with a profile that was offered in secondary education until August 1, 2007, then you have an old profile. You can tell that you have an old profile if there are sub-subjects, such as Economics 1 or Economics 2 and Mathematics A1 and Mathematics A2.
With an old havo or vwo profile, you are no longer entitled to direct admission. Depending on your choice of study programme, your diploma will be assessed and compared with the current havo or vwo profile requirements and subjects. It is therefore possible that your profile does not yet meet these admission requirements and that you are therefore ‘deficient’ (inadequate) for the chosen programme. If you still want to be admitted, you will have to take a deficiency test. You must pass this test with a sufficient result in order to be enrolled.
Did you not take the above subjects? In that case, you need to take a so-called deficiency test before the start of the programme via www.toelatingstoetsen.nl and you need to obtain a satisfactory result for the tests listed below in order to be admitted:

At Saxion, all students with a recognised mbo level 4 diploma are welcome. This means that the programme and the associated diploma must be recognised by the Ministry of Education, Culture and Science.
Do you have another Dutch diploma/certificate than the one described above? That’s possible! In that case, you have a diploma issued in the Netherlands from a preliminary study that has been recognised as being at least equivalent to a vwo, havo or mbo diploma (level 4). A second option is that you have a certificate issued in the Netherlands for a propaedeutic (first-year) or final examination of a higher education programme (HBO or university). Diploma from abroad? At Saxion, you are admissible if you have a diploma or certificate that was not issued in the Netherlands and where it has been determined to be at least equivalent to the vwo, havo or mbo diploma referred to above.
You are admissible if you also have one of the following diplomas or certificates, with which you demonstrate that you have a sufficient command of the Dutch language:
- Diploma Staatsexamen programme II; participation via: DUO
- Certificaat Profiel Educatief Startbekwaam (formerly Profiel Taalvaardigheid Hoger Onderwijs (PTHO); participation via: CNaVT.
- Certificaat Profiel Educatief Professioneel (formerly Profiel Academische Taalvaardigheid (PAT); participation via: CNaVT.
If you are admissible on the basis of another Dutch diploma/certificate, it is important to realise that the profile requirements apply. If you do not meet these requirements, you must participate in the deficiency test before the programme starts and obtain a satisfactory result for the following tests:

If you do not meet one of the above requirements, if you are 21 years of age or older by 30 September of that year at the latest, you can participate in the '21+ assessment' before the start of the programme. You are eligible for admission to the programme if you have passed the following parts of the 21+ assessment with a satisfactory result:
- Dutch Component
- Capacity assessment
